Is my iPod Touch water damage fixable without professional repair?

This morning i was brushing my teeth and the water was running. i hd my ipod in my jacket pocket and when i moved my arm the headphone wire threw it into the sink. its an ipod touch and it was submerged for about 3 seconds. I pulled it out quickly and tried to suck the water and blow it out. That didnt work. all it did was leave marks under the screen and made the screen buzz a couple times. that was about six hours ago and it was working like 20 minutes ago but now the touch screen isnt touch sensitive so it wont unlock
