How can I improve my city (waco, texas)?

I live in a rough city. I am originally from Norman, OK, and it is a great city with alot of things to do and it is beautiful. But now I live in Waco, and its pretty run down and doesnt have much to offer. Also the crime rate here is pretty unbelieveable. We rank 4th worst middle sized town in crimes per capita! I have many ideas that would improve waco, like haveing parks and more commuity get togethers, but I dont know who to suggest them too or how. I plan on staying here and having a family in a few years, but I definatly want to improve things for when I do have children growing up here. One of my main concerns is drugs, it seems like everyone has the attitude that everyone does it. Also burglary is pretty bad. I feel alot of kids may resort to these things becaue waco doesnt offer a lot or recreational things for them. We have a county fair and a margarita and salsa festival. But we dont have carnivals, fairs, parades, etc. Its things like that I loved and kept me busy as a kid.
