How do I get the tax, title and license to a car I bought if it was from a raffle?

I bought a 2001 Rodeo from a friend that won it in a raffle. The first owner signed the title but my friend didnt because he was just turning around and selling it again. Do I need some kind of paper saying I bought it from so and so for this amount? Not sure how to handle this because it was already signed and if my friend signs it then he has to pay TTL and then sell to me and I pay the TTL again. I am in Texas and any info would be most appreciated! Thanks!
